Look at the detailed parts, not the overall impression. Artefacts appear first in grass, hair, fur, fabric weave, chain-link fencing and fine repeating patterns, which develop a blocky or smeared quality that is obvious at full size and invisible in a small thumbnail. Flat areas such as sky, a plain wall or a solid background compress almost without visible loss, so the right way to judge a result is to zoom into the busiest part of the picture. Open the compressed file at full size and inspect the areas with the most fine detail before you accept it.

Resizing is often the larger win, and the two are worth combining. An image that will be displayed at 800 pixels wide does not need to be 4000 pixels wide, and reducing the dimensions usually saves far more data than any quality setting while producing a result that is visually identical at the size it will actually be seen. Compression alone leaves the file large because the pixel count is unchanged. Match the setting to the use too: a strong setting suits an image seen once in an email, while a gentler one is right for anything that will be reused or printed.

Because there is very little left to give. A file that has been carefully exported for the web may shrink very little without any visible change, and pushing the setting further will only degrade it. There is also a floor below which further compression is pointless, because once an image is small enough to be usable, reducing it further only makes it worse. Remember too that a compressed image cannot be restored to its original quality by any later operation, so the file you keep should be the best version you have.

When the image is the wrong kind of content for its format. A PNG of flat graphics such as a screenshot, diagram or logo often becomes dramatically smaller when saved in a format designed for that kind of content, rather than when it is compressed harder. Conversely a photograph saved as PNG will usually be larger than the same photograph saved as JPG, because PNG is built for graphics with hard edges and large areas of identical colour. If a file resists compression, changing the format is frequently the answer.

Yes. Re-encoding discards metadata such as camera details, capture location and software information from the saved file. That is generally a benefit for privacy, and occasionally an inconvenience if you rely on that information for filing or for your own records. The dimensions of the image are untouched by compression; only the encoding changes.

Transparent areas are preserved, but aggressive compression can cause visible banding in them, which matters for graphics with soft gradients rather than solid blocks of colour. If a PNG looks wrong after compression, step the setting back up rather than pushing further. Flat colour areas survive compression very well, so a graphic made of hard edges and identical blocks of colour is usually a safe candidate for a strong setting.
